The Interact Programme holds a special place among Interreg programmes. Its purpose is to “reinforce the effectiveness of Cohesion Policy by promoting exchange of experience concerning the identification, transfer and dissemination of good practices and innovative approaches” (Article 2 of the ETC Regulation[i]). The impact evaluation takes stock of the effects of Interact’s work in relation to its engagement with target groups and programme specific objectives to improve
- the management and control capacity of Interreg programmes;
- Interreg capacity in capturing and communicating programme results; and
- cooperation management capacity to implement innovative approaches.
Building on earlier evaluations, also undertaken by EPRC (Interact case-based impact and Operational Evaluation), the evaluation widened the evaluation scope to include the range of services delivered by Interact III and, as the programme approached the end of the 2014-2020 programme period, offered lessons for the future.
