Ex-post evaluation of Cohesion policy programmes 2014-2020 financed by the ERDF. Work Package 13 – Integrated territorial development (TERREX)

The TERREX project is funded by the European Commission and is Work Package 13 of its ex post evaluation of Cohesion policy in 2014-2020. TERREX evaluates investments delivered through integrated territorial instruments. These are innovative elements of the 2013 reform of Cohesion policy and are aimed at strengthening the focus on area-based interventions with horizontal integration of different sectoral measures, addressing the complex territorial impacts of macro-level socio-economic processes and prompting active participation of local stakeholders. The specific objectives of the project are to: assess the rationale for the use of these instruments; analyse the evidence of their effectiveness and the added value they bring in relation to mainstream Cohesion policy investments; and, identify factors contributing to their success or failure in specific territorial contexts. The project involves a multidisciplinary methodological approach, combining quantitative data analysis across all Member States with targeted qualitative research covering 24 territorial instruments in a mix of settings. Dissemination of findings is an important focus of the research, involving the organisation of an international knowledge exchange event and the production of a practical guide for management and implementation of these new instruments.
