The study analyses the organisational models of programme authorities involved in the implementation of ERDF programmes over a 20 year period from 2000. The study examines the ‘machinery of implementation’, how implementation evolved over three programme periods and the key triggers for change. The study concludes with implications of the learning for challenges experienced in the implementation of the 2021-27 programmes, as well as preparations for the post-2027 period.
